The FORTIFIED Roof program gets a lot of attention in North Carolina — and for good reason. It's a legitimate program that produces genuinely stronger roofs. But there's a question most homeowners never think to ask: is FORTIFIED the only way to get a hurricane-strength roof?

What Most Roofing Manufacturers Actually Offer

The standard wind warranty on most asphalt shingles is 110–130 MPH. That's the industry norm. It meets building code in most of NC, and for a typical thunderstorm or minor wind event, it's adequate.

But North Carolina isn't a typical state. Wilmington sits in one of the most active hurricane corridors on the East Coast. The Charlotte area and Piedmont regularly see straight-line winds and severe thunderstorm events. The Triangle gets hail. When a major storm rolls through, 110–130 MPH isn't a comfortable margin.

What FORTIFIED Does Well — And Why It's Not for Everyone

To be fair, the FORTIFIED program has real strengths. A sealed roof deck — the defining feature of FORTIFIED — prevents water intrusion even when shingles are blown off, which is the primary source of interior damage in most wind events. IBHS data shows FORTIFIED homes experience significantly fewer and less severe claims in hurricane conditions.

For homeowners on the Outer Banks or in coastal territories who qualify for the NC Strengthen Your Roof grant program, FORTIFIED can make financial sense — especially if the grant covers a significant portion of the upgrade cost.

But FORTIFIED comes with real complexity that most homeowners don't fully understand before they commit:

The Hidden Complexity of FORTIFIED

Grant money is taxable income. NC homeowners who receive a Strengthen Your Roof grant get a 1099-MISC. A $6,000 grant in the 22% bracket = $1,320 owed to the IRS at tax time. This is confirmed by CPAs and real homeowner experiences.
Insurance discounts are coastal-only. The NC DOI mitigation credits only apply in coastal rating territories 110–160. If you're in Charlotte, Raleigh, Albemarle, or anywhere inland, a FORTIFIED designation will not reduce your insurance premium by a single dollar.
Coastal savings are modest. The official NC credit is 3.7%–6.3% off Coverage A wind/hail — not your total premium. Real-world savings are often $50–$150/year, not the headline figures in marketing materials.
Re-evaluation every 5 years. The designation expires. You'll pay $300–$600 for a certified evaluator to re-inspect and re-certify the roof every five years to maintain your insurance credits.
Contractor availability is limited. Not every contractor is FORTIFIED certified. Finding one, scheduling the evaluator, and coordinating the certification process adds time and complexity to your project.
